Chief Inspector Robert Stevenson, who works in CIRV, said the project appeared to be twice as effective as other attempts to tackle gang violence.He said: "What we do is offer the gang members a choice. A SCHEME to tackle gangs has almost halved the level of violent offending. Latest figures from the Community Initiative to Reduce Violence (CIRV) show violent offending by those who signed up to the project had reduced by 46 per cent. The project, set up by the joint police and government body the Violence Reduction UnitADVERTISEMENT, started in the east end of Glasgow in 2008 and was extended to the north side of the city in 2009. To date, 400 gang members have signed up. A police spokesman said: "Grampian Police can confirm that the body of a man has been recovered from the shoreline at Whitehills. While it is too early to confirm the identity of the deceased, the family of Jake Miller have been informed." Mr Miller had worked as an apprentice welder at SM Geddes Welding and Fabrication in Gardenstown, near Banff, for the past six months. THE body of a teenager, believed to be that of an 18-year-old apprentice welder missing presumed drowned after the boat he was in capsized two weeks ago, has been recovered from the Moray Firth. Jake Miller, 18, of Netherdale, near Aberchirder in Aberdeenshire, was with two 17-year-old friends when their boat capsized on 24 June, after they left Banff to sail the short distance to Whitehills. The missing teenager's friends managed to swim to shore. where they raised the alarm. A major air and sea search was launched, but although the boat was found, there was no sign of the missing teenager. Grampian Police said the body was recovered from the shoreline yesterday after a member of the public found it and called Aberdeen Coastguard. Dr Dewar's report added: "He started seeing blood over the faces of people and was convinced they were zombies." A TEENAGER accused of murdering a 21-year-old man in a city centre street told a psychiatrist that voices urged him to kill, a court has heard. Tianhui Zhan, 19, also known as Jeff, told Dr Ian Dewar that he saw blood everywhere and believed that Michael Davis, 21, was going to attack him.He denies murdering Mr Davis in West Campbell Street, Glasgow, on 13 October last year and has lodgeADVERTISEMENTd a special defence of insanity. The court has heard Zhan killed Mr Davis, a cleaner, by stabbing him three times. The jury has to decide whether Zhan deliberately targeted and killed Mr Davis or if he was insane at the time.At the High Court in Glasgow yesterday Dr Dewar, 44, a consultant forensic psychiatrist at the State Hospital, told advocate depute Derek Ogg QC, prosecuting, that Zhan had spoken to him about the events leading to the death of Mr Davis.In a report prepared for the court Dr Dewar said Zhan told him that voices were instructing him to go to Glasgow. At the time Zhan was in London. He flew from his home in Canada in September last year to Barcelona and then went on to Hamburg before heading to the UK. Yesterday the government admitted work needed to be done to improve the accounting. Defence Secretary Liam Fox said: "As I have repeatedly said, the Ministry of Defence has not managed its resources well for many years. We inherited a multi-billion-pound deficit from the previous government that was characterised by waste and inefficiency under Labour. That must change."While there are specific difficulties in managing assets in war zones across the globe, we must have better systems in place to accurately track what resources are held and where." I announced major defence reforms last week to deliver clearer structures and financial responsibility across the department. Assistant Chief Constable Colin McCashey, counter terrorism co-ordinator for the Association of Chief Police Officers in Scotland, said: "The tragic events in Norway remind us of the danger that extremists pose to our safety and security."Every day the security services and police throughout the UK are working hard to protect communities from terrorists and violent extremists."While we do everything we can to prevent this type of attack, there is still a risk and we need people in our communities to remain vigilant and report anything suspicious." The attack in Norway also highlights the importance of securing materials such as ammonium nitrate and ammonium nitrate-based fertilisers which can be used to make explosive devices."He added: "If there is any indication that the person responsible for the Norwegian attacks is connected to Scotland we will investigate that possibility. The former Granton councillor served for 23 years at the City Chambers before losing his seat at the last elections in 2007 when the voting system changed. Last year, at Cosatu's insistence, Mr Malema appeared before the ANC's senior leaders in a disciplinary hearing for bringing the ruling party into disrepute and defying its leadership. He escaped relatively unscathed, but the hearing put him at odds with president Jacob Zuma, whom he once said he would "kill" for. Mr Malema, born into poverty, lists as a main source of income his salary as the head of the Youth League, which is a few thousand dollars a month.
